SNAP Wins GSA 8(a) STARS II IDIQ Prime Contract

SNAP recently won a GSA 8(a) STARS II Contract, a multiple-award, indefinite delivery/indefinite quantity (IDIQ) contract engineered to provide cutting-edge technology solutions from award-winning 8(a) small businesses to federal agencies.  The current contract term is one five-year base period which began upon award in August 2011. SNAP’s 8(a) STARS Contract Number GS-06F-0669Z.

Contract Scope

Using 8(a) STARS enables federal agencies to access 8(a) firms through an established contract vehicle instead of traditional, open market methods, saving both time and taxpayer money.  Centered on four functional areas (FA) derived from the North American Industrial Classification System (NAICS), the contract is structured with two tiers, known as constellations, designed to provide additional benefits and more flexibility to the customer.

Constellation I includes prime contractors who are technically proficient and offer competitive pricing.

Constellation II includes prime contractors who provide the same strengths as those in Constellation I, plus the additional benefit of either a Capability Maturity Model Integration (CMMI) Level II or above or an ISO 9001:2000 or 9001:2008 credential.

SNAP won contracts in both Constellation I and Constellation II for all functions areas, which includes:

This functional area comprises services for writing, modifying, testing, and supporting software to meet the needs of a particular customer. Services include:

This functional area includes planning and designing computer systems that integrate computer hardware, software, and communication technologies. The hardware and software components of the system may be provided as part of integrated services or may be provided by third parties or vendors. These services can also include system installation, training and support. Other services include:

·         CAE (computer-aided engineering) systems integration design

·         CAM (computer-aided manufacturing) systems integration design

·         Computer hardware consulting services or consultants

This functional area covers computer related services (except custom programming, systems integration design, and facilities management services). A few of the services included are:

Can I issue task orders on the 8(a) STARS II GWAC?

The 8(a) STARS II GWAC is open for business and can accept new task orders.  As a reminder, contracting officers must take training and obtain a delegation of procurement authority prior to issuing task orders on the contract.
